Certified Systems Engineering Professional Registry(CSEP)

I. Introduction 

 

This webpage explains the requirements for a person to be qualified as a Certified Systems Engineering Professional (CSEP). It provides a framework for the assessment of CSEP.
 
The IES will maintain a register of CSEP and set standards required for the certification.
 
II. Qualifying Criteria
 
The qualifying criteria are set by the IES as the general rule to demonstrate that the underpinning knowledge, understanding and professional judgement could be obtained in order to be able to practise independently in a competent and ethical manner. 

These criteria are adapted from the requirements for admission on international registers of engineering professionals namely, the Engineers Mobility Forum and Asia-Pacific Economic Cooperation (APEC) Engineers.
 
III. General Criteria
 
a) Education
 
An applicant is considered to have completed an accredited engineering degree programme if he/she holds:
 
i) an engineering degree accredited by an organisation holding full membership and operating in accordance with the terms of the Washington Accord (which includes the Engineering Accreditation Board (EAB) of the IES);
 
ii) an engineering degree which is recognised by the IES to be substantially equivalent to an accredited engineering programme;
 
iii) a Degree of Bachelor of Engineering from the National University of Singapore, the Nanyang Technological University and its predecessor institutions.
 
iv) any degree or qualification that is accepted by the Assessors for registration as a CSEP.
 
b) Professional Formation
 
A graduate engineer will require a certain period to begin to apply the knowledge, understanding and professional judgement so as to gain the necessary professional engineering competencies to be able to practise independently in a competent and ethical manner. 

This period, also known as professional formation, starts after completion of an accredited engineering degree programme (or one which is recognised as substantially equivalent to an accredited engineering programme). 

The applicant needs at least 5 years in responsible charge of significant engineering activities to be considered for registration as a CSEP. A non-engineering graduate would need at least 10 years of experience in significant engineering activities to be considered for registration as a CSEP.
 
Any one of the following activities could be deemed to constitute responsible charge of significant engineering activities:
 
i) plan, design, co-ordinate and execute a complete project;
 
ii) undertake part of a larger project based on an understanding of the whole project;
 
iii) undertake novel, complex or multi-disciplinary work.
 
c) Maintain Continuing Professional Development (CPD)
 
After obtaining certification, a CSEP shall maintain the currency of his/her engineering knowledge and skills through CPD and attain a minimum of 15 Professional Development Units (PDU) per year by completing one or more activities that are relevant to Systems Engineering.
 
If a CSEP fails to obtain sufficient PDUs in the renewal qualifying period, he/she may give his/her undertaking to make up the shortfall in the following renewal qualifying period. This is in addition to the annual requirement to attain a minimum of 15 PDUs. 

If a CSEP has obtained excess of PDUs, he/she is eligible to carry over a maximum of 15 PDUs into the next renewal qualifying period.

If a CSEP’s registration had lapsed for 3 or more years, he/she is required to obtain 45 PDUs in order to reinstate his/her CSEP registration.
 
d) Compliance with Code of Professional Conduct and Ethics
 
All CSEPs are to observe the IES’s Rules for Professional Conduct. The IES is obliged to act on any infringement by CSEPs of the IES' Rules for Professional Conduct. IES may suspend or revoke the CSEP registration if deemed appropriate.
 
IV. Specific Criteria
 
The applicant is required to attend the IES prescribed systems engineering course and pass the examination. The course aims to impart the systems engineering methodology.

Valuable experiences of large-scale systems engineering will also be shared through case studies to enable the applicant to assimilate systems engineering good practices and to apply them effectively. The certification examination will be based on the IES Systems Engineering Book of Knowledge (IES SEBoK).

The examination result will be valid for 5 years to allow the applicant sufficient time to meet all the qualifying criteria and satisfactorily complete the assessment to be registered as a CSEP.

Successful applicants will be awarded the CSEP title and are entitled to use the designated abbreviation CSEP.
 
V. Competence Standard
 
Competence standard is an indication of the expected level of performance of engineering work. 

Meeting the competence standard demonstrates the ability to consistently apply knowledge, understanding and skills to the standard expected of a reasonable practising engineering professional, and can signify ability to practise in an independent and ethical manner.
