IES / ACES M & E Resident Engineers (RE) and Resident Technical Officers Registry (RTO)

The building industry is advancing with newer and more complex building technology being continuously introduced at the building site.

The integrity and performance of the structure would be impaired if RE or RTO, who is part of the supervision team at site, do not possess the acceptable quality and professional competence in supervising such building works.

Registration with the JAC will provide registered site supervisors with the appropriate training opportunities, seminars and courses at discounted rates to enhance their technical know-how and help them keep abreast with the latest building technology.

 
Part I. List of registered RE and RTO members
 
The IES/ACES welcomes the following Resident Engineers and Resident Technical Officers who have been registered by the JAC and is on the JAC's register of registered Site Supervisors.

A Professional Engineer, who possesses a valid practising certificate from the Professional Engineers Board, is not required to be registered with the Joint Accreditation Committee when he/she performs supervision of building works (as a registered site supervisor).
 
Important Note:
The building regulation does not require the site supervisor to be accredited as a Resident Technical Officer or a Resident Engineer for the supervision of non-structural work of a development project.”
 
Part II. Application Criteria
 
All applicants are required to:

A. Possess one of the qualifications prescribed below


For RTO application:

1.         A local diploma from any local polytechnic in Mechanical or Electrical Engineering or Building Services; Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.

2.         A foreign Diploma in Mechanical or Electrical Engineering or Building Services. Minimum three years of such relevant practical experience in full-time supervision of building works in building sites in Singapore, Malaysia or Hong Kong is required;

3.         A higher certificate or GCE 'O’ Level in technical stream. At least 10 years of practical experience in full-time supervision of building works in building site is required with minimum of 4 years of such relevant practical experience in Singapore.


4.         A foreign degree in Mechanical or Electrical Engineering or Building Services; Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.
 

For RE application:

1.         A university degree or any other professional qualification recognised by the Professional Engineers Board for registration as a professional engineer under the Professional Engineers Act (cap. 253) in Mechanical or Electrical Engineering or Building Engineering discipline; Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.

2.         A postgraduate master's degree or doctoral degree in Mechanical or Electrical Engineering or Building Engineering from any university recognised by the Professional Engineers Board for registration as a professional engineer under the Professional Engineers Act (Cap. 253); Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.

3.         A Chartered Engineer registered by the Engineering Council United Kingdom in the Mechanical or Electrical Engineering or Building Engineering; Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.

4.         A university degree in Mechanical or Electrical Engineering; subjected to approval by the Joint Accreditation Committee. Minimum two years of such relevant practical experience in full-time supervision of building works in building sites in Singapore.

 
B. Pass a professional interview session
*Note: please allow about 1-2 months waiting period for interview to be scehduled.


Fees Payable:
 
Application Fee of $107.00(incl. GST) – Non-Refundable
Subscription Fee of $107.00 per annum (incl. GST)
(Cheque made payable to ‘IEH-ACESing Joint Registry

 
Part III. Renewal

All applications shall be accompanied with:
 
     1. A duly completed RE/RTO renewal form (attached all documents to prove attainment of 6 STU (M&E) 
        

     2. Renewal fee of $107.00 (incl. GST)
         Payment by cheque made payable to 'IEH-ACESing Joint Registry'.

**Note
Every RE and RTO who wishes to renew his/her accreditation as RE/RTO with the JAC for the year commencing 1 Jul 2016, and annually thereafter, is required to have obtained a minimum of six (6) STU(M&E) annually.

The requirement of 6 STU (M&E) is equivalent to 6 hours of training obtained from attending courses approved by the Joint Accreditation Committee (JAC) (M&E) since March 2014.

 
Part IV. Processing Time

Under normal circumstances, if the submissions are complete and in order, the applicants will be informed of the outcome within 2 to 3 months.
