The construction industry is advancing with newer and more complex construction technology being continuously introduced at the construction site.
The integrity and performance of the structure would be impaired if RE or RTO, who is part of the supervision team at site, do not possess the acceptable quality and professional competence in supervising such construction works.
The Building Control Act has been amended to require all accredited site supervisors, comprising Resident Engineers (RE) and Resident Technical Officers (RTO), to be accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore. This will take effect from 15 Feb 2009.
Only accredited site supervisors who remain accredited with the JAC can continue as accredited site supervisors for supervision of structural works for any new or on-going projects on or after 15 Feb 2009. The details of the accreditation with JAC are stated in Part II below.
Accreditation with the JAC will provide accredited site supervisors with the appropriate training opportunities, seminars and courses at discounted rates to enhance your technical know-how and help accredited site supervisors keep abreast with the latest construction technology.
Part I. List of accredited RE and RTO
The IES/ACES welcomes the following Resident Engineers and Resident Technical Officers who have been accredited by the JAC and is on the JAC's register of Accredited Site Supervisors.
A Professional Engineer, who possesses a valid practising certificate from the Professional Engineers Board, is not required to be accredited with the Joint Accreditation Committee when he/she performs supervision of structural works as an accredited site supervisors.
Part II. Application Process for New Application
All applications shall be accompanied with:
1. A duly completed application form;
2. A copy of one of the following academic qualifications and such relevant
practical experience in the supervision of structural works;
For RTO application:
(a). Degree from any local university or a diploma from any local
polytechnic in Civil Engineering or Structural Engineering;
(b). Diploma in any construction-related field from any local
polytechnic or the Building and Construction Authority Academy, and has at least
one year of such relevant practical experience in full-time supervision of structural
works in construction sites in Singapore as may be acceptable to the
Commissioner of Building Control;
(c). Diploma from any foreign polytechnic in Civil
Engineering or Structural Engineering and has at least one year of such relevant
practical experience in full-time supervision of structural works in construction site
as may be acceptable to the Commissioner of Building Control;
(d). Degree from any foreign university in Civil Engineering or
Structural Engineering and has at least one year of such relevant practical
experience in full-time supervision of structural works in construction sites as may
be acceptable to the Commissioner of Building Control;
(e). National Certificate on Construction Supervision (NCCS) from the
Buidling and Construction Authority Academy and has at least one year of such
relevant experience in full-time supervision of structural works in construction sites
in Singapore as may be acceptable to the Commissioner of Building Control.
For RE application:
(a). Is a professional engineer in the civil or structural engineering discipline
registered under the Professional Engineers Act (cap. 253);
(b). Possesses a university degree or any other professional qualification
recognised by the Professional Engineers Board for registration as a professional
engineer under the Professional Engineers Act in the civil or structural engineering
discipline;
(c). Possesses a postgraduate master's degree or doctoral degree in
Civil Engineering or Structural Engineering from any university recognised by the
Professional Engineers Board for registration as a professional engineer under the
Professional Engineers Act (Cap. 253);
(d). Is a Chartered Engineer registered by the Engineering Council United Kingdom
in the Civil Engineering or Structural Engineering discipline;
(e). Possesses a university degree in Civil Engineering or Structural Engineering
from any university that is specified by the Commissioner of Building Control in the
list that is:
(i) obtainable from his office at the Building and Construction Authority ,
52 Jurong Gateway Road, #06-00, Singapore 608550; and
(ii) available in the internet web site of the Building and Construction Authority
http://www.bca.gov.sg, and has at least one year of relevant postgraduate
practical experience in design or construction of structural works as may be
acceptable to the Commissioner of Building Control; or
3. Letter of Acceptance from BCA (if applicable)
4. Fees Payable
Application fee of $21.40 (incl. GST) non-refundable.
Part III. Renewal
All applications shall be accompanied with:
1. A duly completed RE/RTO renewal form to be sent to re.rto@iesnet.org.sg
2. Fees Payable
Renewal fee of $64.20 (incl. GST)

3. “The building regulation does not require the site supervisor to be accredited as a
Resident Technical Officer or a Resident Engineer for the supervision of non-
structural work of a development project.”
Part IV. Processing Time for New Applications
Under normal circumstances, upon submission of duly completed application form, processing will take approximately 2 months.
